PARIS, Jan. 26 (Xinhua) -- The European biggest plane maker Airbus and CDB Leasing Corporation (CLC), one of China's leading leasing companies, signed Tuesday a Memorandum of Understanding on cooperation in aircraft financing and leasing.

Under the memorandum endorsed in Toulouse, southern France, CLC will postcard printing provide aircraft delivery financing solutions to airlines around the world for the acquisition of aircraft ordered from Airbus.

BEIJING, Feb. 5 (Xinhua) -- Chinese who dream of securing a lifetime "iron rice bowl" civil service job might have to think again, as the country mulls expanding a system that could sack civil servants with poor job performances.

How to save the Obama presiden

I do not customarily offer advice to a president whose election I opposed, whose goals I fear and whose policies I work against. But here is a way for Barack Obama to salvage his tottering administration by taking a step that protects the US and its allies.

If Obama's personality, identity and celebrity captivated a majority of the American electorate in 2008, those qualities proved ruefully deficient in 2009. He failed to deliver on employment and health care, he failed in foreign policy forays small (e.g., landing the 2016 Olympics) and large (relations with China and Japan). Circumstances are propitious. First, US intelligence agencies have reversed the preposterous 2007 National Intelligence Estimate that claimed with "high confidence" that Teheran had "halted its nuclear weapons program." No one (other than the Iranian rulers and their agents) denies that the regime is rushing headlong to build a nuclear arsenal.

Second, if the apocalyptic-minded leaders in Teheran get the Bomb, they render the Middle East yet more volatile and dangerous. They might deploy these weapons in the region, leading to massive death and destruction. Or they could launch an electromagnetic pulse attack on the US, devastating the country. By eliminating the Iranian nuclear threat, Obama protects the homeland and sends a message to America's friends and enemies.

THIRD, POLLING shows long-standing American backing for an attack on the Iranian nuclear infrastructure.

* A Los Angeles Times/Bloomberg poll in January 2006 found that 57% of Americans favored military intervention if Teheran pursues a program that could enable it to build nuclear arms.

* A Zogby International poll in October 2007 found that 52% of likely voters supported a US military strike to prevent Iran from building a nuclear weapon; 29% opposed such a step.

With the stock market up by more than 60% in a short amount of time, many investors are getting skittish about near-term market prospects. The global economic picture is cloudy at best, corporate earnings have been so-so, and investors fear that China is going to try and reign in bank lending in order to cool off surging inflation and avoid a real estate bubble. These fears have already led to a limited short-term market drop.

Adding insult to injury, US President Barack Obama is poised to impose harsh regulations on US banks by limiting their size, profitability, and the sectors that they can conduct business in. By kowtowing to a populist movement that wants to stick it to the banking industry for "making too much money" and "paying out large bonusesa" the move risks further dampening investor optimism, bringing about a short-term decline.

For investors worried about a serious market correction, the obvious question is how to protect an investment portfolio from taking a big hit. Inverse ETFs are now available for most major market indices and sectors. For example, if an investor thinks that Obama's proposed regulation will in fact drive down shares of banks, he could choose to profit from the decline by purchasing an inverse ETF linked to the banking index.

The VIX, the Chicago Board Options Exchange (CBOE) Volatility Index, shows the market's expectation of 30-day volatility. The VIX is a widely used measure of market risk and is often referred to as the "investor fear gauge."
